The Challenge
Through our partners Atkins, Procure4 were engaged by TfL to review the CCTV service and develop a category management strategy which outlined opportunities in the cost, quality and delivery of the service.
As a category it was a large value, complex spend area with a highly strategic importance within the organisation. It encompassed numerous suppliers and stakeholders whilst spanning a number of divisions within TFL.
The Approach
Looking at both internal and external factors, the review focused on processes used by TFL, current assets and services and the approach to maintenance and repair of the infrastructure. Looking at the external aspects, our work centered on the CCTV market itself along with the London Boroughs who themselves account for a vast CCTV landscape within London.
Our detailed review involved undertaking extensive research through a number of mediums, such as stakeholder interviews, cross-public sector workshops, surveys and data interrogation.
The Results
Following the review Procure4 submitted a detailed strategy outlining a clear approach to managing the category. This covered options such as internal communications and profile, asset management, contract structures, market engagement and competition. Recommendations were divided in terms of short term tactical and long term strategic and by value and cost management.
Overall the strategy gave TFL a clear outline of how this large complex category should be managed from a procurement and category management perspective.
